We are inviting colleges to participate in a new statewide project called Core to College: Preparing Students for College Readiness and Success. The focus is on fostering long-term collaborations between state higher education and K-12 entities that will improve student college readiness and increase rates of enrollment and graduation, using the Common Core State Standards (CCSS) and Smarter Balanced assessments to establish a statewide common definition of college readiness to signal a student’s preparedness for credit-bearing college courses. A core element of our project is to build on current local higher education/K-12 partnership work already underway and support their collaboration around ways to implement meaningfully the Common Core State Standards and/or the Smarter Balanced assessment. Specifically, we are inviting applications from interested local/regional partnerships and will be convening selected teams June 7-8, 2012 to
a) Study the work produced by the Review Group in some depth and
b) Draft a proposal for incorporating the CCSS and Smarter Balanced assessment into their local cross-sector articulation and college readiness efforts.

For teams interested in continuing their formal involvement in the Core to College project, these proposals will be refined and submitted by August 17, 2012 to request funding ($30,000 or $40,000 total, depending on the scope of the work, per partnership for September, 2012 through December, 2014) for the proposed work. Special priority will be given to two approaches with strong current interest around the state: a) developing transcript-based placement rubrics through a collaborative analysis of high school curricula and grades, and b) the use of the Smarter Balanced assessment in placement agreements (in lieu of existing tests). More details and examples will be provided at the June convening.

These partnerships need institutional support to succeed so we are asking for help from the instructional leadership at colleges interested in the project to take the lead in organizing their Implementation Partnership Teams by:
a. Consulting with relevant district contacts about the interest in and feasibility of the kind of partnership briefly described above;
b. Identifying a small team (up to 5 people) representing the institutions interested in the partnership; and
c. Notifying us of your interest to participate by submitting an “Implementation Team” form. These team forms are due to Bill Moore (bmoore@sbctc.edu ) by April 16th, 2012.
